How do I perform a clean install of Safari and reset all configurations?

Need to wipe ALL Safari configurations and reinstall

I am confused! I use my computer to 'test' all things Apple; I have erased my hard drive and then reinstalled my macOS on many occasions. Each and every time when I have restarted my machine I have been required to 'update' Safari. When I do so, ALL of my previously set favourites are still set up exactly as they had been before the erasure of my hard drive.


Please can you, or another person reading here, explain how Apple perform this magic trick?
