in case if safari is corrupted , enter in user library ( click on finder > Go > hold option key and click on library > from preferences folder > delete com.apple.safari.plist , restart the Mac , all configurations will go to default , you have to reset home page see Change your homepage in Safari on Mac - Apple Support
Set up all setting in system preferences .
If you use iCloud for Safari, it will store all your bookmarks, favorites and other Safari data and restore it when you open Safari again after restoring your Mac.

I am confused! I use my computer to 'test' all things Apple; I have erased my hard drive and then reinstalled my macOS on many occasions. Each and every time when I have restarted my machine I have been required to 'update' Safari. When I do so, ALL of my previously set favourites are still set up exactly as they had been before the erasure of my hard drive.
Please can you, or another person reading here, explain how Apple perform this magic trick?
