No. Safari is built in and cannot be removed.
Any reason you want to re-install it?
There may be another way to fix whatever issue you are having.

He would have to boot into the Recovery Mode and reinstall the OS to reinstall Safari.
I am trying to help my brother who lives in a different city. He has malware in his Safari application. We have talked to three different people at Apple support, and each one has offered up a different solution-but none of the three solutions has eliminated the malware. I just thought if he could uninstall and then reinstall, it would get rid of it.
Thanks for your response.
I suggest in that case to download the free version of Malwarebytes for Mac and run it. It should detect and eliminate the malware. Link-> https://www.malwarebytes.com/mac
You can uninstall it once it's finished.
He has that, and it did not work. I have convinced him to get the premium version, but I am trying to fix the issue before he buys the premium.
