As others have reported, MacOS Safari has problems syncing the reading list with iCloud (iOS and iPad sync fine).
When is Apple going to fix this bug?

I have not experienced such a problem, but if you have then perhaps you should tell Apple about it. Use the Support link on these pages.
I also have not seen this. Are you claiming all macOS Safari users are experiencing this “bug”. We certainly are not.
Thanks. Yes, it's an annoying and inconsistent bug with MacOS Safari. I've already reported it to Apple and I've spoken to support multiple times about it. At present, the only fix is to turn off sync for Safari, log out of iCloud, then log back in and turn on sync.
