macbook pro 2020, only the safari is flickering when open

When I open my Safari, the tab and the touch bar flicker once every 2 seconds. This happens when I'm focusing on the Safari itself; if I'm opening anything else with the Safari, it stops flickering.

Ventura Safari hang New MacBook Pro M2 Max with Ventura 13.3.1 and Safari 16.4 Often, when I type in the URL Address Bar, Safari hang, no progress bar, no activity, nothing. When that happen, nothing else in Safari works. I can wait and leave Safari like this and do other task on the computer. After a couple of minutes, the page load and Safari behave normally. I tried using Safari in Safe Mode and it is happening as often. Any suggestions ?

I understand both the touch bar and Safari's "Smart Search" field are flickering once every 2 seconds. Please determine if the same problems occur in "Safe Mode": Start up your Mac in safe mode - Apple Support.

I'm not quite sure what "opening anything else with the Safari" means though. Does it only occur when certain websites are loaded?
