ABM Domain Capture, force Apple Account Transfer

Hi, my organization is planning on doing a domain capture for Apple Accounts registered with our domain and we were wondering if it's possible to force the user to transfer their account (provided it meets the requirements)? If they have an existing Apple Account registered with our organization's email domain we don't want them to have the option to keep it as a personal one thanks.
