Enabled managed accounts, some users don't have option to transfer account to organization

We've started the process of taking ownership of Apple Accounts/IDs using the organization domain email addresses, staffname@company.com. All staff that have Apple accounts/IDs received automated emails from Apple with a link that for most gives them an option to "Transfer to a work account" or "Keep as a personal account." We have several staff that have reported they only get the option to "Keep as a personal account."


How can we transfer their staffname@company.com Apple account to a work account for those that don't have the option to do so via the link/account management?

we found that the Apple IDs for users affected were setup with family sharing. Once removed from the family they had the option to transfer the account to the organization.

Spent half an hour onto Apple business support call this morning and they essentially do not know how to resolve this. I provided them with examples accounts that have the issue, and compared with accounts that have the option to transfer but they still didnt have any ideas and just wanted to send me the same article which is on the help page.


Going to have to make some personal iCloud accounts instead.
