My dad bought me a new iphone 16 to replace my iPhone 11. While ordering it, he accidentally put his own number for the phones number. How do I change it so the new phones number matches mine instead of my dads?

Where are you trying to "put" your phone number?
If you are using your SIM with your number, there is nothing to do. The phone is using your number. If the phone is logged in to his iCloud (and by extension his phone number is tied to that account, or logged in with his number in iMessage and FaceTime) you would need to sing out of his iCloud and log in with your Apple ID.
If you want to put your number in the info section, you would need to go to SETTINGS>>CELLULAR>> click on an active SIM>>My Phone Number>> Type in your number...if it is not already there.

The number is tied to the SIM card, physical or e-sim that is setup in the iPhone.
