How can I share the Netflix app with my child on a restricted device?

I can’t download Netflix for my child due to restrictions. Can I share the app?

Family Sharing, unable to download app I have family sharing set up for my kid. first I tried to download an app and it would not let me under the kids profile. Wouldn't even display the "get" button to try to ask for review to purchase it. So, then I went under my account and purchased so I could do a shared app to the kids account. when I go into the App Store to pull down the shared app I am told "due to restrictions set from this device, the app cannot be downloaded." Putting Netflix in allowed apps I’ve set up Content and Privacy restrictions on my son’s iPad, but now it’s not allowing Netflix. We still want Netflix so he can watch the kids profile. Is there a way to put Netflix in the Allowed Apps?
