How to enable Apple Intelligence on iPhone 16 Pro Max running iOS 18.3.2?

I recently bought new iPhone 16promax and found it doesn’t have apple intelligence i was trying to find it in settings but there is no option to turn it on the phone is updated to latest firmware 18.3.2.

Why is Apple Intelligence not available on my iPhone 16 even after updating to iOS 18.4? i am living in Bulgaria and i have an iphone 16. Event though i upgraded to the ios 18.4 i still don’t have Apple intelligence. Why is that happening and when am i going to get it ? [Re-Titled by Moderator]
