Onyx Printer for Endicia postage not working with MAC mini m4
I downloaded drivers, printer cable is USB 2.0 connected to mini via usb C hub (this is the only way I can plug this in). Any assistance will be greatly appreciated.

Does the Mac mini see the Onyx printer on the USB bus connected to the USB-C hub...?
Apple > System Settings > General > About > System Report.. > USB
If not, try connecting the printer to the Mac mini using a USB-C to USB-A adapter.
