Apple Intelligence not Showing

My iPhone 15 Pro max is from China. I am outside of China. My iPhone's language, Siri and region settings are changed to US English. Updated to iOS 18.4 But Apple Intelligence doesn't show up in the Siri settings

Why is Apple Intelligence and Siri not showing on my iPad Air? How to change Apple Intelligence language based on Apple ID region? Hi support team I have an iPhone from Japan with a Malaysian Apple ID. I noticed IOS 18.4 Siri already supports Chinese Mandarin, but if I changed the Siri language from English America to Chinese Mandarin, Apple intelligence will still show not available. Is this caused by the Apple ID region? Or I also have to change the device language form English to Chinese？Thanks. BR [Re-Titled by Moderator]
