I bought my new iPhone several days ago. After newly setup, I saw Image Playground icon on home screen but deleted. Now I want to use the app but cannot find it on Appstore even though Apple Intelligence is not restricted in my country, neither download from a link on Google because “Cannot Connect to iTunes Store”?

What to do: If you can't connect to the App Store, iTunes Store, or other Apple services - Apple Support
If there are any third-party security apps, or any third-party “coffee shop” VPN apps, remove all of those, restart, and test again.
Once you can Open the App Store in your iPhone, tap the round icon in the upper right, and look for the app in your previous purchases, and re-download it from there.
Did you delete the Image Playground app from your phone? Or just delete the icon from your Home Screen? I'm thinking the latter, especially since Apple does not list Image Playground as a built-in app that you can delete.

If you just deleted the icon from your Home Screen, you can restore it from your App Library. See "Move an app from App Library to the Home Screen" in:

On the other hand, there does seem to be an Image Playground app in the iPhone and iPad App Stores; from what the Preview page says, it requires iOS 18.2 / iPadOS 18.2 or higher. Your tag line says that you have an iPhone 16e; according to MacTracker, that phone originally shipped with iOS 18.3, so I wouldn't think that whatever iOS version you have on your phone would be the problem.

It's unlikely that they are reading this. You may want to reach out to Apple Support or leave feedback for Apple, using one of the following links.
I would suggest checking that your iPhone 16e meets all of the Apple Intelligence requirements, including the ones about Siri and device language.

Yes, I used no VPN to check and download any app on my iPhone. Any other apps are found and downloaded, but Image Playground is aside, neither can I found it on App Purchased History and it’s the only app that “Cannot Connect to iTunes Store”?
Tried, not worked. I have just found a way to use Image Playground - through Freeform. But I still want a single app like I saw and I did all the methods as you said but still a no. Maybe it’s a small error from Appstore server? Not sure if some people are on same situation

Thanks for your attentive response. Yes, I don’t remember if it was a built-in app or an icon that deleted. Browsing App Library, Hidden Apps on mine, tried Googling the app but “Cannot connect to iTunes Store” and I am wondering why. I thought I could find it on App Store but no.
Yes, I have set my phone’s English to US English as well, Siri language synced and just still.
I’d love to hear your answer but I think I should not waste your time anymore because some of the previous suggestions, including yours, don’t work on my phone. So I guess I should wait until further solution, if some people are on same situation. Not sure if this is an error from App Store server, or just in my country. I can still use Image Playground through Freeform somehow (as I said), but want a single app nonetheless.

If you have a VPN app installed, remove it, restart, and test again.
Also check for any iOS updates, and load iOS 18.3.2 if not already installed.
Besides, I don’t put any VPN app on my phone because I just take it on iPad.
