Sync iTunes playlist on Phone with Music

I got myself into a bit of a situation and looking for help.

Long time iTunes for Windows user and I have my entire library of MP3's on my PC. I had no issues until yesterday. I had to reinstall iTunes as the MS Store version wouldn't load. As a part of this upgrade, my iTunes library corrupted / was replaced and my playlists reset itself and the latest backup on the device takes me back to what it looked like a couple of years ago. I've looked at all of the restore options and it is what it is, I'm not willing to invest the amount of time required to reconfigure the changes I've made to the playlists over the last couple of years.

That said, I have the latest version of the playlist on my phone as it sync'ed recently. So what are my options to get back up and running again?

1. Is there a way to sync from my phone back to Windows iTunes?
2. Can I sync my phone (all MP3's, not purchased via Apple Music / iTunes) to Apple Music and use that as my go-to for music?
3. Do I need to look at 3rd party software to sync or alternatively to use as my music go-to?

For reference, I have a MacBook as well if that makes any difference at all. Currently the playlists do not sync to the MacBook.
