How can I recover deleted Notes after iOS upgrade?

Hello, I did not upgrade ios to version 18 for a long time. Today I opened Notes app and saw that nothing is shown there. When trying to create note from Icon Menu, it told me that I need to upgrade app. Ok, I have installed iOS version 18.3.1 and after that I opened Notes and saw there only iCloud and Shared notes, but the folder with my local notes did not appear there. What happened and where can I get all my notes? Is it possible to recover, what is basically happened?????? I have lost a lot of data.

I also went to Settings and enabled "On My Phone" account, and now I see this folder and is has 0 notes. Where all my data??????
