MacOS can't save the keyboard modifier changes

I'm using a wireless keyboard for MacOS (Apple Mini), and I have set to swap 2 modifier keys, Control and Command. It worked fine for the past several months, but after one system update last week, this change suddenly can't be saved. Every time I restarted, it rolled back to default. And sometimes, I can't even change the setting after I click each modifier -> click "done," and then nothing changes. How could I save this change?

Hi, Thank you for replying.

I'm using a Logitech K380 keyboard. One weird thing I noticed is, in the keyboard setting, the device is not shown as K380 keyboard, instead is 2.4 G wireless. I'm not sure if that what causing the problem.

I'm not quite sure bluetooth setup assistant. Whenever I turn on my computer, it automatically links this keyboard.

I don't have any games and I don't think I would have any third party software setup.
