Why are functions greyed out in Logic Editor with complete features enabled and flex not being used?

why are functions all greyed out in editor mode? Enable Complete Features are enabled. Flex is not being used. All should be running as expected.

I did get a strange message saying something was "a background task running for this file" on logic' what ever could this be? Is there any way to NOT have things 'running in the background' on Logic mid session etc? There should be things running in the background?

thanks for any suggestions. it's pretty frustrating the ongoing issues with all of this software we can't just get a work flow going.
