Can’t swipe up and unlock my iphone to finish setting up

So i have this issue where my iphone 16 pro max is brand new its started updating at the sitting up then got froze and now im stuck on this screen i have tried to set it to recovery mode and to update through my windows or even to restore it and i always face the same message:

“The ‘iPhone’ program has crashed during the download process.

Disconnect and reconnect, then try again. Make sure your network settings are correct and that your network connection is active, or try again later.”

What can i do although i have good connection and good cables that connects the iphone with the pc
