Can I set-up my new iPhone while my old phone is being backed up by iCloud?

I want to set up my new iPhone 16 but my old iPhone is currently being backed up with iCloud. Am I able to start setting up my new phone? I don't want all my photos transferred onto my new phone due to storage but want all my contacts sent over to my new phone.

iphone 14 pro setup needs to be redone When I set up my iphone 14 Pro my old phone was not fully backed up to the iCloud, so all of the set up of the new phone is one year old. I then backed up the old phone to the iCloud, but do not know how to get the new phone to now sync with the old phone back up. How can I start the set up process all over?

Set it up as a new device and turn off iCloud Photos on your new device. That's it.
