Unable to enrol in Apple Developer Program.

I'm being shown this generic message, with out any context. Any ideas?

Unable to sign in to Apple developer I have an Apple ID. I want to create an Apple developer account using my Apple ID. But, I am getting the following error: "your apple id is not eligible to use this application at this time" These are the steps that I followed: Went to Apple Developer Clicked on "Account" Page redirects to https://idmsa.apple.com/. There is no support for Apple' Development program here. We are all end users; Apple will not see your issue here.
