Unable to sign in to Apple developer

I have an Apple ID. I want to create an Apple developer account using my Apple ID. But, I am getting the following error:

"your apple id is not eligible to use this application at this time"

These are the steps that I followed:

Went to Apple Developer
Clicked on "Account"
Page redirects to https://idmsa.apple.com/. I put my Apple ID and password there.
Got error "your apple id is not eligible to use this application at this time"

Can someone please help?

For future readers:

Following is the response that I got from the Apple Developer Support team:

"Upon review, your phone number Apple ID cannot be used for the Apple Developer Program. You must create an email-based Apple ID to submit an Apple Developer Program enrollment."
