I have an Apple ID. I want to create an Apple developer account using my Apple ID. But, I am getting the following error:
"your apple id is not eligible to use this application at this time"

Following is the response that I got from the Apple Developer Support team:
"Upon review, your phone number Apple ID cannot be used for the Apple Developer Program. You must create an email-based Apple ID to submit an Apple Developer Program enrollment."

You enroll your existing Apple ID in the developer orogram.

Some parts of the program require the paid tier membership, or the organization membership.
