Contradictory results on "favorite" or "suggest less" albums or songs

I want to turn off favorite and suggest less in my music library. All my songs are locally stored on my Mac, there's no Apple Music or cloud or anything like that involved.

When I use smart playlist rules to find these songs, I get contradictory results. If I create a smart playlist with ("Favorite/Suggest Less" is "Favorite"), no songs appear in the playlist. All good. If I change it to ("Favorite/Suggest Less" is "Suggest Less"), again, no songs appear. But the rule ("Favorite/Suggest Less" is NOT "None") then some songs appear. It appears there's some setting other than Favorite or Suggest Less, but I can't figure it out. There are no other options in the rule besides Favorite, Suggest Less and None.

In summary:

("Favorite/Suggest Less" is "Favorite") = no songs appear

("Favorite/Suggest Less" is "Suggest Less") = no songs appear

("Favorite/Suggest Less" is NOT "None") some songs do appear
