How do I retrieve Journal notes to a new iPhone?

I purchased a new iPhone and my Journal notes didn’t load up. Can anyone tell how I might retrieve them?

Notes from “On My iPhone” suddenly disappeared. I was scanning documents to my notes this morning when it suddenly shut off unexpectedly. When I went to go back to it, I discovered that all of my notes in the “On My IPhone” section had completely disappeared. How do I retrieve them? They were not backed on iCloud, but the phone. I have an iPhone X that doesn’t update past iOS 16.7.10.

Settings > [Your Name] > iCloud > In the section sab=ve to iCloud [See All] > Scroll Down > Journal [Enable]
