I recently changed to a new phone. I have some scan documents saved in notes, now I can't retrieve them! can this be retrieve from iCloud, or how can I retrieved them on my new iPhone 14 pro?

The recently deleted folder will exist only if you deleted Notes from iCloud or from the "On My Phone" Folder. Deletion from other Folders does not use Recently Deleted Sub-Folder.
