New M4 Mac mini worked just fine upon initial setup. One week later M4 Mac mini would not recognize the Apple Wireless or a USB connected Keyboard.
Is it still happening? Is so, I would return it for full money back.
The only perfectly good keyboard for a Mac is a current model Apple. It’s also the most secure. So swap yours for a current model Magic 2, you won’t regret it.
The terminal mode requires a keyboard to type in commands... 🙁

Great, thanks for updating! Sequoia makes no mention of this issue, so IMO what the upgrade did was to overwrite corrupted code.
Which does make one wonder 🤔…but also shrug it off 🤷♂️…🍻
Don't be so sure it's "gone away". My last occurrence happened upon restarting after updating to 15.3.
