Apple intelligence unable to activate

I tried on my Mac, it says need internet connection ,but this is also tested with Apple support team online with me screen sharing , so it is a false reason.

Also I tried on my phone, ipad, none of these devices are working, but it is not the same situation, on IOS and ipad, after I click the button, wait for few sec, and nothing happens, my devices are

Enligh(uk), location united kingdom
Devices purchased in the UK
Apple ID in the UK,
No VPN installed
Tired to create a test account on my mac, does not work
Apple has reseted my account, and I did agree the t&c s again, but same, not sorted.

Now apple can not give me an answer when it will be sorted, and what is the reason behind it, does anyone have this same issue with apple intelligence?

By the way, my devices aren't working are Iphone 16 ProMax, MBP 16 inch M3 Max, Ipad Pro M4.

Did you give the iPhone time to download Apple Intelligence after you first clicked "Get Apple Intelligence"?

Many of the features are designed to run locally, on the phone, but my understanding is that it takes time for the phone to download the models in the background so that you can run them locally.

My iPhone is not one of those that supports Apple Intelligence, so I don't know exactly how long that delay might be; just that there could be one.

I did yes, I am pretty sure my internet speed is fast enough, tried it in the office(100MB leased line) and also at home(1.5G download speed broadband), but the status did not even change to 'downloading', it stays still at ' Get apple intelligence'.
