Your description lacks detail as to the nature of your problem. Does the Passwords App open to just a totally blank white page - or do you see something else?
Blank Page - Remedy
Assuming that the Passwords App has been added to the Dock...
With the Passwords App open to the blank page, swipe upwards from the bottom of the screen to expose the Dock - tap the Password App icon - then tap New Window. This should open another Passwords App window showing your stored Passwords.
Other
If the Passwords App is not working as expected, try deleting the Passwords App from your iPad (don't worry, your saved Passwords are still safely stored in iCloud).
Remove or delete apps from iPad - Apple Support
Having removed the Passwords App, restart your iPad:
Force restart iPad - Apple Support
After the iPad restarts, re-install the Passwords App from the App Store:

the app won’t update passwords automatically and you can’t change the passwords manually none of the solutions you suggested were helpful and my description of the issue was pretty straight forward. The app still opens and pretends to work! Apple or whoever came up with this have over complicated a simple task of a standard iPad! Is detailed enough?
