Unable to receive notifications for iMessages on my iPhone

For some reason I will not get notified when I get a iMessage or text message. When I open the Messages app, I will see all my missed messages, then my notifications for messages will blow up. In settings I have turned everything on and off, restarted my phone, nothing.
