Focus modes app list is blank

I’m trying to set up a focus and when I try to add apps to allow notifications it doesn’t show any app, it’s just blank. I’ve updated my software, turned on and off my phone, reset my home screen and the control center. I’ve tried looking up this issue on google, x and youtube, and can’t find an answer. Please help 🥲

I have the exact same problem, and I discovered that the problem appeared after I updated to iOS 18.3 - because before the update it worked without any issues.

I also haven't been able to find anyone who has either discovered the problem and found a solution to it, or basically anyone else with the same problem - which I find really strange. Because it's really frustrating that I can't choose which apps I want/don't want notifications from.
