I can't add apps for silencing in any focus modes

I can't seem to add any apps to my focuses. To silence or allow. The list is empty. I tried reseting settings. Tried some fixes found online but nothing seems to work. I am on ios 18.2 had this problem on previous versions. I don't think I had this problem on ios 17
