Apple intelligence not downloading

I just bought a new iPad mini (2024) and I’m trying to download apple intelligence but it has been stuck at 0% all day long. I’ve tried resetting my settings, changing region and language to US and completely erasing and resetting my iPad. It’s on iOS 18.2 and when I erased it it came up with an info section, however it doesn’t seem to be usable. Any help would be greatly appreciated!
