iPhone 12 stuck on select country screen

Purchased an ex-display iPhone 12 supposedly serviced and reseated by Apple but when we turn it on it goes to the select country screen and then freezes before returning to the hello screen. Have tried resetting the phone and connecting it to my computer but it won’t connect.

Re-contact Apple Support, as it would appear the repair was less than completely successful.
