You may want a lot of things, but that does not change the fact that the law that imposes fines on both Google and Apple for allowing users to download the app has NOT been repealed by Congress. The Supreme Court has also NOT ruled that any Executive Order could even remove the fines from a law that has already been passed by Congress and upheld by the Supreme Court.

The fines that both Apple and Google face for allowing any user to download it have NOT been overturned. That is why you can still use a previously downloaded version or access it on the web using Safari. It cannot be downloaded from either the App Store or the Google Play Store, because the fine is currently $5,000 for each violation. The Supreme Court has not ruled on whether an Executive Order could remove the fines that are still active. Hopefully that helps you understand the situation.

As for how it is going to turn out in the future, no one knows.

It has not been un-banned in the U.S., despite what some people think. The Executive Order extended a deadline for divestiture of Chinese investment, nothing more.
