Apple Intelligence won’t download on iPhone 16 Pro

I tried everything. I called the Apple support and they escalated it to the engineers. I tried different Wi-Fi every time I do Apple Intelligence I tried everything is there what is going on? Is there a work around?

The obvious questions:

Where are you located?
What is the model number of your iPhone 16 - Settings > General > About > Model?
Have you made sure you are using a supported language for both your iPhone and Siri?
