I am using 7GB of icloud storage and am on a 200GB individual plan. How do I start utilizing the family plan that has 2TB? I know I need to downgrade to the free 5GB plan, but how do I then make sure the 7 GB of data gets transferred over?

There is no transfer of your data; it stays where it is under your Apple Account and you continue to access it in the same ways as before. Only the billing changes. You also don't downgrade to the free 5GB plan. When you switch from your 200GB plan to the family 2TB plan you receive a refund for the remainder of your 200GB plan
