Husband and I, each have 50g storage subscriptions. If we move to a family share 200g plan can we get rid of the 50g plans?

Yes. The family organizer can upgrade to the 200GB plan (which will cancel the 50GB plan) and then share it as described in the "Share iCloud+ with everyone in your family" section of Share iCloud+ with your family - Apple Support

The other person can the use the instructions on the "Switch from your iCloud+ plan to your family plan" section of that support article. Also see this from that section:

If a family member is already paying for their own iCloud+ plan, they can choose to switch to your plan or keep their own and still remain part of the family. When they switch to the shared family plan, they get a refund for the remainder of their personal plan. They can't keep their current plan and use the shared family plan at the same time.
