Apple Intelligence download issue on iPhone

I tried to download apple intelligence from settings as I was instructed and everything appeared to be working - I checked on its progress over the next few hours and the description “downloading” overlapped the background screen as it had been all along - I had my phone plugged in and connected to wi-fi - nothing changed so I turned off Wi-fi because other apps have downloaded much faster using cellular instead of wi-fi -

What am I doing wrong ? Please help
