Apple Intelligence not working on iPhone 16

when I try use apple intelligence on my iPhone 16 it won't work but when I try use it on my M2 MacBook Air it works, the iPhone is all up to date and both devices are set to English UK and I get that to use apple intelligence your device should be set to English US but its weird that it works on my Mac still and not my iPhone.
