Unable to restore iPhone 12 mini from Windows

"I have used my apple ID password and even my iPhone unlocking password but it doesn't complete the restoring process and never restores to the date of the backup on the computer."

Backup Passords:

Passwords are Unique: The password is created as encrypted. You created it when you created the backup. So, that is the password to use. They will not change over time.

2. As to Reads: If your backup is encrypted, you must enter the password before restoring your files and settings.

Restoration Restrictions:

So, which iOS is currently installed? Unlike a Mac, or PC, you can only restore your iPhone from a backup that is of the same iOS that is currently in your iPhone. So, if it is of an older iOS, then that make this backup useless, and you should just delete it.

Are you sure about this? I've never heard that a backup from an older iOS version cannot be restored to a phone on a newer iOS version. It is true that a backup made on a higher iOS version cannot be restored to an iPhone on an older iOS version. But I haven't heard the reverse is true. Please show where you saw this.
