problem with video files

When transferring video files to a windows computer, the previews no longer work. The problem is 
from the latest updates and only affects video files captured with the original camera application. 
This is a screenshot from today - the bottom 7 files are from the camera app, the top 9 that have 
a preview were captured with FinalCutCamera app and as you can see there is no problem. 
The problem does not depend on what resolution it was shot at, nor the h264 or h265 codec

Does anyone have a solution or is this an apple issue with last updates?

FinalCutCamera ios app is Apple made and all working. There is some change in the built-in app and now it 
saves in a non-standard format. Video what I shot a few months ago has a normal preview in file manager

Blackmagic camera ios app also working. Problem is only with native camera app

Everyone else uses old codecs, only the camera app uses a new one with no analog? 
This is a problem for me and I have put off buying a new apple phone. 
Who is to blame and who benefits from this ridiculous situation?

Microsoft has to update the CODEC translation. This is a well known issue with Microsoft displaying thumbnails for various manufacturers, including Nikon, Canon, Fuji and Apple.

Blackmagic is using old CODEC. It’s still a Microsoft issue. This basic issue has existed with Microsoft for 20 years.
