Uninstall WhatsApp (Don't Offload) and re-download. Please take a chats backup using WhatsApp Settings*** on iCloud before deleting. While re-install you will be asked whether you want to use the backup? -->  Restoring your chat history - WhatsApp FAQ

***WhatsApp chat history is not part of an iPhone Backup either on iCloud or iTunes.

WhatsApp stores its chat backup through its own built-in App Settings on iCloud. See the pic below
