Transferring data stuck at 3 minutes

Trying to set up

my daughters iPhone 13 from iPhone 7 and it’s been stuck at 3 minutes for a good couple

of hours.

I chose to quick start and transfer from her phone, it’s been plugged into power.

What will happen if I turn the phone off?

Or any advice to get it it finish transferring data.
