How can I get Apple Intelligence on iPhone and MacBook?

I want to set up both my phone and my new laptop to access apples intelligence. I want to know if there is an additional cost a monthly annual subscription.

Apple Intelligence on Unsupported Devices I know that iPhones, iPads and Macs before the 15 Pro (Max) or without an M series chip don’t have the hardware capabilities to be able to run Apple Intelligence, but how come Apple Intelligence can’t be used through WiFi over the internet, or synced with a device you own that does have it?
