Sync photos from PC using iTunes

Since installing IOS 18 on my iPhone 15 I am unable to sync my photo folders from my PC to my iPhone. I am ok on my iPad because it cannot be updated to IOS 18. It down loads the pictures but not in my folders, impossible to find anything. Is there something I can do?

AFAIR at least in Windows 10 you can right-click and in the dialog choose what to import.

Or does the "Apple Devices" app work better (I don't have Windows so I have not tested this)?
