Apple Music saves only a portion of downloaded files

I'm having trouble with the Apple Music.

My playlist has about 200 songs (not too much) and all of them are downloaded to my iphone. But every time I log out of my Apple ID and go back in, some (not all) of the songs I have to download back.

My question is why this happens (something stays on the iPhone and something is deleted).

All settings are set correctly. Settings > Music > Optimise Storage - off.

Not only this, music will not sync all playlists either. Also inconsistent between devices. Refreshing icloud library does not help either. Nor does restarting all devices attached including PC
