How do I fix Safari’s window size issue on my MacBook Pro?

When safari opens a new window it comes not in fullscreen, but a window that fills the screen. I have to drag it smaller each time because I still want access to desktop.

I think the problem is in System Preferences: I've tried disabling the option to 'Drag windows to menu bar to fill screen', and quitting SP. When reopening, the Drag windows to menu bar to fill screen option is live again.

is this a bug?

Change this in the Safari settings under Page Zoom

Go to the Safari app on your Mac.
Choose Safari > Settings, click Websites, then click Page Zoom.
Select all websites listed below Configured Websites, then click Remove to clear the list.

This issue and the new Calculator are seriously 'bugging' me!

Safari used to open the next window at the size of previous one. Now it opens at full screen every time. So, every single time I have to re-size it back to something appropriate for the content or what I am working on.
