I'll be receiving a new Mini M4 soon, and want to use it with an older NEC 2690WUXI monitor. It has VGA, DVI-I and DVI-D connections, no HDMI or other connections. What is the recommended or best cable to use for this? Thank you!
You're going to need a USB-C to DVI adapter to connect that old low res. monitor to the new Mac mini.
for a couple of examples:
Ideally you really should consider replacing that old monitor with a Display that has USB-C, HDMI or DisplayPort inputs.

Mac mini M4 supports HDMI 8K.

Any display connection without HDCP support will block most rented or purchased media.
That’s display connections not using DisplayPort, Thunderbolt, or HDMI.
DVI might work, if the controller, the display, and any necessary adapters, all support HDCP.
But various of the DVI displays I’ve met don’t support HDCP, and many of the video adapters don’t.
Check your display specs, and your adapter specs. But I’d not be hopeful.

I see Amazon has a Basics HDMI to DVI cable, I'll give that a try.
Sure you can try that. If It doesn't work, you can also go for a USB-C to DVI adapter.
Caveat: that configuration won’t be able to display any protected content; any purchased or rented movies or TV episodes, or such.
