I just upgraded to macOS Sequoia 15.1 last night and enabled Apple Intelligence. I can see it working for everything (notification summary, Messages, Mail, Safari), but it just doesn’t show up in Apple Notes, no matter what I do.
I’ve tried disabling and re-enabling Apple Intelligence, restarting both the MacBook and Apple Notes several times but to no avail so far. Any other suggestions?

I had the same issue and tried the same things without success. However, in the end closing Notes and then reopening and trying again solved the issue. Not sure how or why but its working fine now. Maybe a little unstable?

Do writing tools show up in other apps like mail (wasn’t sure if you say other features than writing tools are working in mail etc). For me everything is working except for writing tools. They just don’t show up in any app on my MacBook Pro M3. Are you using a personal or corporate Mac?
My issue has now resolved itself without any further action from me. I assume it is because Apple have staggered the rollout of the full service and my region has now been included.
It's the corporate Mac and since then the company has blocked all Apple Intelligence features until further notice so I'll assume that the missing Writing Tools is their doing.
I wonder if you have to join the Apple Intelligence wait list that is found in
System Settings > Apple Intelligence & Siri?
