I have resolved the issue. It appears to be a problem with ISPs or routers preventing connections to Apple servers. While restoring from the Apple Devices app, you need to be connected to a mobile hotspot. It worked for me, and I hope it helps you as well.

Date and time was off. It finally hit me what was wrong after a lot of the wording was weird. It was showing that it checked tomorrow and it was up-to-date and that didn’t make any sense until now. Why everything that looks like it was scheduling an update or it said that it was up-to-date and last time it checked was tomorrow and I should’ve just realized yeah no the date and time is not set oh so no more error codes because for some reason, date and time wasn’t set automatically and it was old and I had an update software update for my Mac now I can restore my phone

Had same problem updating iPhone 12 to iOS 18.4, which I had to do via Windows Apple Devices as there wasn't enough storage on my phone and I don't have a Mac.

Tried the Hotspot and VPN tricks, but neither worked.

Spoke to Apple Support who basically said take it to my nearest Apple Store (over an hour away!)

Then I saw a post about 3uTools so last ditch attempt I tried that - and the Quick Flash thing worked, reset the phone back to factory settings with iOS 18.4, and now I am currently restoring it to a previous iCloud backup. (by the way, didn't need to do the "fix battery health" thing)

So far, looks promising - the phone is on and working, at least! Before it was completely stuck mid install, and even hard reset just took it back to same "plug me in" screen, which then got stuck again when I did.

I was then super paranoid that the 3uTools was a scam and when I was putting in my phone password to unlock it, it was actually harvesting that password along with all the others - but that was after reading one bad review amongst many good ones.

Anyway, thank you to 3uTools and thanks to agcb256 for suggesting it!

P.S. I've just found the only article I could see on Apple Support that actually references that error code 1109:

If you see Error 3194, Error 1109 or other network connectivity errors when restoring your iPhone or iPad – Apple Support (UK)

Same issue here with multiple device models. I determined on iOS 18.0.1 that the issue was a mismatch in the SHA256 checksums of the various ipsw files, indicating some sort of corruption (I downloaded them multiple times). Today I have downloaded iOS 18.1 ipsw files for multiple device models (XR, 11, 12, 14 & 15) and the checksums appear to match for this version, but I just had an iPhone 12 fail restore with error 1109. I manage a large fleet of Supervised DEP devices and am regularly restoring them, so this is proving very frustrating. Apple Devices 1.5.0.160 (1.1280.40963.0) and Windows 11 Pro Version 23H2. Never used to have problems using iTunes for over a decade and only switched to Apple Devices when iTunes would not detect an iPhone 15.

Me too on a Intune supervised iPhone 14. I am using iTunes on a Windows 11 Pro laptop.

Connection with the apple servers is not smooth. I have to click many times "update" and "restore" until it gets the download started.

"There was a problem downloading the software for the iPhone "devicename". The network connection was reset. Make sure you networking settings are correct and your network connection is active, or try again later."

I have been getting errors 2002 and 1109.

After the first failed restore attempt, the serial number is not displayed anymore (n/a).

Connecting the iPhone to the laptop or turning it on always displays the recovery mode screen on the iPhone with the support.apple.com/iphone/restore at the top, the laptop icon at the middle and the lighting cable with an arrow towards the laptop at the bottom.

iTunes was not responsive a few times I had to close it with task manager.

I repaired the app via Windows settings, installed apps. Did not seem to help.

After failed restore attempt 2, I uninstalled the app, restarted the laptop and installed it again from the Microsoft Store.

So far no changes in behaviour.

Mobile hotspot with Apple Devices on my W11 PC alone did not fix the issue.

What did work for me was this:

Remove the SIM card, Connect to Hotspot on PC. Download/Launch Apple Devices, Enter iPhone into DFU mode (Volume up, Volume down, Hold side button until screen goes black) and then select Update/Restore in Apple Devices once the iPhone is detected.
