I have resolved the issue. It appears to be a problem with ISPs or routers preventing connections to Apple servers. While restoring from the Apple Devices app, you need to be connected to a mobile hotspot. It worked for me, and I hope it helps you as well.

I tried all the suggestions here, but what solved it for me was simply taking it to an Apple store and they re-did the update using one of their Mac laptops. From the restore screen they were able to update it to the next version and keep all my data with no problem or errors. They said this error could be a random hardware issue like a loose wire in the USB cable or jack, but they weren't sure and Apple support had no info on it. If you're not near a store, maybe try updating using another PC in your home or a friend or employer's computer.

I had the same issue when updating to 18.3.1. It would close down ITunes on my PC. Updated to Apple Devices for Windows. That worked a little better but still failed. I got the (1109) 06B4.000 error. I hooked by IPhone to my work MAC and it was able to finally perform the update all the way through. I had backed up my IPhone prior to performing the update and was able to use Apple Devices to Restore from the Backup. This seems to be a Windows Issue with the new update. I don't recommend downloading via your PC until Apple figures out this bug.

Hi everyone!

I suffered from the same problem, error code 1109 than error code 75. Me silly i clicked on the upgrade button on my Windows 11 PC. It got stuck halfway the upgrade, and said the codes. From there the only way in my understanding, was to go to recovery mode. Then it failed several times.

I tried a lot of things including changing the wifi to a mobile hotspot, trying out three different windows pcs, writing the DNS to google's code, switching off VPN, then deleting the whole antivirus software. Nothing worked.

Then I tried a few applications, and I cant remember, which ones didnt work, but one did. And oh my god how happy I was. Its name is 3uTools, and someone mentioned it here. Thank you for it. I tried upgrading the software retaining the data, but the didnt work, so I went on with "Anti-recovery Flash Mode". And after an hour and a half, it succeded.

I really cannot give enough credits to this app. Anyone is at the same page as I am, please give it a shot. It is worth it. Hope this helps someone.

Cheers,

Laszlo

Apple needs to get its act together. I am still having this issue in March of 2025 and I had it back in March of 2024 as well. I am not going to be forced into buying a Mac for the random times that I have to restore my phone. Two different phones, tried to update on two different computers, and finally had to download 3uTools to get the phone fully restored. I shouldn't have to turn to some random software platform to help me perform a basic task on my iphone. Not to mention the hassle of not being able to turn off Find My phone without a WiFi connection and not being able to restore your phone without Find My phone turned off. The reason I needed to do a restore is the fact that after an update my WiFi started glitching. I spent at least 6 hours repeatedly trying to use Apple Devices on my Windows laptop to restore the phone. Finally I found this community post and after ReiBoot wanted financial information, I found 3uTools that was free to do the same thing. Hopefully I didn't end up with malware just to restore my phone to trade it in to Verizon before 30 days was up.

I have never replied on here but I feel like I need to.

I worked for Apple some years ago and I remember this being a common issue but it never happened to me till yesterday. I remembered we didn't have a fix so I was a bit scared now.

Now, I tried a lot of stuff and found a lot of "tools" that wanted you to pay, and I know going to the Apple store may cost money too.

The solution was provided by 2 members, bra-itchy and agcb256:

(I updated the steps as the app has changed a little bit).

  1. Connect to the computer.
  2. Open 3utools and select Easy Flash.
  3. Download the latest firmware shown on the app.
  4. Select quick flash and hit the Flash button, then check the “Fix battery health” box.
  5. This is it. After it finishes the phone should be ready to use again.

Hope this works as well as it did with me.

I can confirm using vpn did resolve the issue for me as others suggested. however, i did delete the ipsw file so it would instead download via vpn.

logs are created and appended here if installed from windows store. if installed outside of the store, the logs will be in a folder nearby the ipsw so just search that.

"C:\Users\<user>\AppData\Local\Packages\AppleInc.AppleDevices_nzyj5cx40ttqa\LocalCache\Roaming\Apple\AMPDevicesAgent\iPad Updater Logs\iPadUpdater.log"

the logs indeed indicate a network issue as others have suggested but I did not find any clue as to what specifically.

I think it has to do with ISP connection.

I just tried this:

1.- I closed and restarted Apple Devices. I connected my lightning cable to a new usb port on my computer.

2.- I turned on my VPN. I used OpenVPN.

3.- On my Iphone, I pressed quickly volume up, then volume down.

4.- Then, I pressed on/off button until apple logo appeared.

5.- I connected Iphone to my computer.

6.- I followed instructions on screen.

I had an identical problem while restoring my iphone 11 Pro. Got the error 1109 multiple times and it would hang in between the restore process. I was using Apple Devices app on Windows 11 Business. I tried using the suggestion from one of the users here of switching from Wifi to Mobile hotspot. But it did not work. Finally uninstalling Apple Devices and using the iTunes app on Windows allowed me to restore my iPhone.

Definetely YES! It seems to be a ISP related issue. I used a VPN service connecting to USA and everything worked like a charm. This is surely a ISP-Networking-Windows-AppleDevicesApp related issue.

Apple should investigate on it.

My affected connection is a Japanese home 5G by Softbank

It's happened in my iPad 8th Gen 32GB twice. From 18.4->18.4.1 and from 18.4.1->18.5

Windows 11 laptop: OS and AppleDevices app fully updated.

I got this same error code, while updating my se 3rd gen via apple devices on windows 11.

I contacted support after installing, uninstalling, attempting to cycle it, attempting to reset it, restarting my laptop, etc. All told I cycled through all the steps about 10 times. each time it hung at the halfway point. Then I reset router, which also didn't do anything.

changed the dns settings as discussed in this thread to 8.8.8.8/8.8.4.4

cycled power, restarted the restore. no dice.

connected to vpn, kept the dns settings as above.

cycled again,

restore completed.

Took me a few hours, but the vpn was the fix.

I resolved the issue by changing my DNS to Google (8.8.8.8 / 8.8.4.4) thanks to 'Fyrstars' comment on this thread. I was trying to restore an Ipad and it kept giving me error code 1109.

I closed Apple Devices app and changed my DNS then reopened the app and tried again and it failed first but worked on the second try. It could be coincidence but it failed about 10 times before I changed the DNS so worth giving that a go if your struggling.

Thanks!
