I have resolved the issue. It appears to be a problem with ISPs or routers preventing connections to Apple servers. While restoring from the Apple Devices app, you need to be connected to a mobile hotspot. It worked for me, and I hope it helps you as well.

iphone 16 pro max doing same thing. Tried all suggestions in this and nothing works. Gets about half way and fails.

thank u! this helped me. but i changed from 5ghz to 2.4ghz and turned on vpn so i wasn't sure which one helped
perfect, this worked where others didn't. On Windows, I uninstalled Apple Devices, installed iTunes, and then the restore went straight through on on iPhone SE 2nd gen. Thanks @atm1991
Was on the phone with Apple support and all I had to do was turn off all the firewalls on my cmputer, let it update, and it was all good. Dont forget to turn them back on after tho.
Same thing here. ISP block Apple and switched to Hotspot using mobile data works.

I got this error while restoring my iphone xr, but worst of all now my iphone is stuck mid way on the progress bar of restoring and doesnt seem to budge. what do i do!!
